Strategic Planner

Kevin Clement has served as a Strategic Planner in the Texas Office of Homeland Security since December 2012.  In this capacity he wrote the Texas Critical Infrastructure Protection and Resiliency Plan (TISR) and its accompanying Action Plan, and led the Continuity of Operations planning initiative for state agencies.  In recent months he has led joint DHS-Texas pilot programs for the Resilience Implementation Process and development of Critical Supply Chain Resilience Workshops.  He currently serves as the Texas representative to the Executive Committee for the State, Local, Tribal, and Territorial Government Coordinating Council (SLTTGCC).  He is a Distinguished Member of the Advisory Board for the University of Houston’s Center for Logistics and Transportation Policy.

Kevin graduated from the United States Military Academy with a Bachelor of Science degree in 1977.  He holds Master of Arts degrees in “National Security and Strategic Studies” (U. S. Naval War College) and “International Relations” (Salve Regina University). A retired Army infantry officer with over 23 years of active military service, Kevin has worked extensively in the areas of emergency management, operations and planning, organizational management, and policy development.  He was a member of the first Department of Defense Anti-Terrorism Task Force.
